Standard Generation from Vampire: the Masquerade 3rd edition books (where applicable); + 10 freebie points for a baseline history of 2 paragraphs or more with sheet submission. ST may generate special guidelines for higher-powered starting characters - see notes below

Approved at ST discretion on a case-by-case basis - written character history required at time of sheet submission; XP documentation may also be required. ST reserves the right to limit or deny characters that could unbalance the current game.

History: 5 paragraph minimum detailing 51+ years of unlife.
Attributes: 7/5/3, plus 2 additional dots to allocate as you wish
Abilities: 13/9/5, plus three additional dots to allocate as you wish(including raising an ability over 3)
Disciplines: Camarilla/Independent - 5 Sabbat - 6 At least 4 dots must be put into clan disciplines, the remainder may be put into an out-of-clan if desired
Backgrounds: 8 dots for Camarilla members and independents; 5 for Sabbat
Virtues: Camarilla/Independent - 7 dos. Sabbat -6. Usual restrictions for alternate virtues (Conviction and Instinct), no Path of Enlightenment over 5 dots.
Freebies: 18, +10 for history over 5 paragraphs (ST discretion)
